Is it OK for blacks to use the “N” word but not whites?

This month Radio talk show host Dr. Laura Schlessinger said a black woman, who called her show was being too sensitive for complaining about her white husband's friends. When the woman asked if the N-word was offensive, Schlessinger said, "Black guys say it all the time."
